Business in Saue Municipality

Saue Municipality is the largest municipality in mainland Estonia, with a population of around 26,000. It is characterised by a diverse settlement structure that includes both urban and sparsely populated areas. Road transport largely passes through our municipality. We ensure a good logistical location for your business – a gateway to Europe.

Location, logistics and transport

By far the most important development advantage of Saue Municipality is its location – close to Tallinn and connected to a well-functioning transport network, including rail and road links. Our municipality is crossed by convenient transport corridors of national importance:

Via Baltica

Via Baltica, also known as European route E67, runs from Estonia to Prague, passing through Latvia, Lithuania and Poland.

Tallinn Ring Road

Tallinn Ring Road connects us to the Port of Tallinn, Tallinn Airport, the Port of Paldiski and the Port of Muuga.

Paldiski highway

The Port of Paldiski is the hub for a large part of the transport conducted with trucks and trailers to Sweden and the rest of the world. Much of the road transport passes through our municipality, from the Port of Tallinn to the border crossing at Ikla.

We ensure a good logistical location for your business – a gateway to Europe. All the destinations that are necessary and significant for your business are just a few kilometres away.

  • Port of Paldiski – 31 kilometres

  • Port of Tallinn – 25 kilometres

  • Port of Muuga – 40 kilometres

  • Tallinn Airport – 20 kilometres

  • Train journey from Saue to Tallinn – around 25-30 minutes

  • Train journey from Saue to Paldiski – around 35-40 minutes

How do we support and reduce commuting by car?

Our goal is to reduce the daily commute by car between Tallinn and Saue, while creating new valuable jobs in Saue Municipality. The key to reducing car commuting is fast and sustainable public transport connections between Tallinn and our own municipal centres. We have invested heavily in infrastructure to enable convenient public transport and multimodality. We have a comprehensive road network to connect settlements, and car and bike parking close to railway stations. We have chosen rail as the environmentally friendly and preferred mode of public transport, covering a significant part of the larger settlements in the municipality. Our residents also get free rail transport within the municipality.

Our role as a municipality is to create a good living environment with a variety of opportunities. A local population that is happy with where they live is the greatest asset for employers. These are the people who are ready to make a long-term commitment to their local business. Convenience also means a workplace close to home, which is what we as a municipality work for on a daily basis. Our aim is to make it easier for people to find a job close to home by creating jobs with the right profile for them.

Sustainable development and innovation

Saue Municipality bases its investments and activities on the principles of sustainable development and innovation. Our Strategic Plan 2022-2035 clearly states the need to move towards climate neutrality, which requires both sustainability-oriented investment and general awareness raising. For us, implementing sustainable development principles includes promoting organic farming, creating public spaces that are friendly to residents and visitors, and planning a coherent and functional green network. We are committed to continuing on this path. The businesses operating in our municipality are strong supporters of sustainability.

We are constantly working to create attractive jobs locally and to ensure green and smooth transport options for those who work outside Saue Municipality. We are betting on the high level of education of our residents to attract investors who value professional competences and want to be a good partner for them.

Balanced spatial development

As a municipality, we are committed to ensuring balanced spatial development. Planning is based on holistic solutions, for example, new housing developments are planned with public infrastructure, playgrounds and other associated facilities. In the case of new development areas, it is ensured that public space, roads, street lighting and green areas become the property of the municipality and the municipality takes over the responsibility for their maintenance. In densely populated areas, the municipality-owned public utility company takes over the public water supply and sewerage networks and provides the related services to residents. The plans protect valuable agricultural land in the municipality to preserve this traditional industry. The regulations set forth that no new buildings may be built on valuable agricultural land.

Development of growth areas along transport corridors

Saue Municipality has significant development potential in areas along major transport corridors, where modern infrastructure, including needs-based social infrastructure, has been built. Developing growth areas along transport corridors, with a particular focus on rail-side areas, is an important objective for us.

As we mentioned earlier, our municipality is located on convenient transport corridors of major national importance – Via Baltica (E67), Tallinn Ring Road and Paldiski Highway. Excellent mobility and transport opportunities have already been created through transport corridors. Our aim is to develop areas close to transport corridors, to create the conditions for job creation alongside housing development, which in turn will make the areas more interesting and attractive for existing and new residents. New residents are an additional advantage for employers in the form of an educated workforce. Still, it should be stressed that the high population density of the region is generally not conducive to the development of industries with a significant environmental impact. We are, however, particularly interested in investors who consider settlements further away from the capital when making investments.

By developing growth areas, we create a good platform for your company to bring your business to our municipality. We have an educated population that is a valuable workforce. We ensure a good logistical location – a gateway to Europe.

Industrial parks and major companies in our municipality

Saue Municipality has industrial parks and business areas that are suitable for different types of business. The strongest sectors in our region are food and machinery, agriculture, logistics and transport. Our municipality is home to the largest data centre in the Baltics Greenergy Data Centers, which was completed in February 2022.

The main foreign investors in our municipality come from Finland, Sweden and Germany. For example Paulig, Fors MW, Lantmännen Unibake Estonia, Karl Storz ja Makita are just a few of the companies that have made significant investments and contributions to the Estonian and local economy. These companies have chosen and trusted our business environment.
